Default 1.6 (ST) Time is 4 hours off

I've noticed some threads about the time being off on 'submitted tickets' on previous versions. I am experiencing this issue on my installation of osTicket 1.6 'Stable'.

I have verified the following to be correct:
php.ini - timezone is set correctly
mySQL = running sql query for server date/time returns correct date/time
Server = set to correct date/time
osTicket install = set to correct date/time in admin panel
osTicket users = all set to correct timezone in personal preferences

I don't now what else to check....if I submit a ticket on 7/22/2010 at 7:00 AM it shows in the system that it was submitted 7/22/2010 at 3:00 AM.

Any suggestions?

Default Time Off 4 Hours

I was able to resolve it by changing my users 'location settings' from what we are actually in to a setting that is 4 hours different. I went into the database and did manual updates.

Changed ost_config table: timezone_offset to -1
Changed ost_staff to show all staff's timezone_offset to -1 and daylight_saving to 1.

This now makes all time entries for tickets correct. Don't ask me why....but there is obviously a major bug in the system somewhere that causes these issues.
