That would depend on what your definition of 'best' is. For me, vi is the best - but that might be just me...

select your language and it helps quite a bit with making sure your syntax is right. fireballbrady |

I personally use HTMLKit from Chami.com. I also occasionally use Notepad and Notepad+. Really I think its all about finding a tool that your comfortable with.
