About Email Fetch on CPanel

Hi,

I have two trouble with my osTicket system.

1.I setup all the configurations on my osTicket system, and cron on Cpanel but I can't get any email from my email server. How coluld I do?

Here is my cron setting.
* * * * * /usr/lib/php /public_html/mydomain.com/ticket/api/cron.php

2.My system shows DB error #1267
[SELECT DISTINCT email,name FROM ost_ticket WHERE email LIKE '??' ORDER BY created LIMIT 10]

Illegal mix of collations (utf8_unicode_ci,IMPLICIT) and (big5_chinese_ci,COERCIBLE) for operation 'like' 60.251.120.79

What is wrong with that?

Could anyone help me.
