When e-mail send to client when ticket is created, the user gets the link to logon to the ticket, once the user click on the link, it takes the user to the login screen on the web. the email and ticket is already in the login field. the user click to logon, but it display access denied to the user,
How can I get the user to logn to add to the ticket...

Why are you using that version? The latest version is 1.6 RC4. Older versions are insecure and have tons of bugs. All versions prior to 1.6 are discontinued and for the most part unsupported.
I would like to upgrade, but will my data stay intact

Please read:
Unfortunately you can not upgrade from 1.3 to the latest version due to the DB/code changes. However, you can install the current version and write a small script to migrate the tickets.
Where can i find the script is it on the posting
