Is there a way to get a e-mail when someone submits a ticket ?
Yes, in the Admin Panel under "Alerts & Notices" you can set it different ways.

Ok I'm a noob, I can't clearly see a link called the admin CP, osTicket is apart of the help center Live. So i'm guessing it has me loged in as the admin. I have v2.1.4. but I don't see anything about "Alerts & Notices"

My guess is you are using eticket, not osTicket. Version 1.6.4 is the latest version of osTicket, 2.1.4 does not exist.

No it's os Ticket ( Copyright © 2003-2004 osTicket.com, All Rights Reserved.) It's a mod for help center live but it is osTicket

That's osTicket, but an old version with many bugs and security related issues. My guess would be 1.3.1.
You might want to ask helpcenterlive to update their software with the most recent release of osTicket.
All versions prior to 1.6 are discontinued and for the most part unsupported.
