what is a ticket lock? please explain briefly !

Don't use the 1.5 versions of osTicket. Do a fresh install of RC4.
Tickets can be locked by editing the preference in the admin cp under 'Auto-Lock Time'.

Can you be a bit more specific? It's not really clear what you mean.
But Corey is right, if you are still using a version prior to 1.6 you should install (not update) the newest version.
