No Emails +Windows box

I'm runing RC3 on windows 2003 sp2
php5
mysql 5
IIS (obviously)

My accounts are set as admin
Alerts are on
I've tested with my admin and as Joe User (not a single email)

I've followed most of the suggestions I could find

we have a box on the same domain handeling the email. and yes I've changed the SMTP option in php.ini

Do you have access to your servers log files? Perhaps you can find some additional information to your problem that will help us to find the solution.

yeah there wasn't anything in there about email or errors pertaining to OST

k...so to clarify, I've changed the SMTP entry in php.ini
I had to switch response FROM Email: in Update Department option to send mails from Dept Email (above) to not from noreply mail

also downloaded phpmailer but don't see a way to get it to work with RC3
