ERROR After installing

Hi there,

I'm using a windows-based shared hosting service and upon installation, I get the following error:

Short open tag disabled! - osTicket requires it turned on.


I try creat a php.ini and includes
allow_url_fopen=1
short_open_tag=1
short_open_tag = on


but still is not working :(

Any help with these issues would be greatly appreciated as I've had nothing but good experiences with the program when it's working!
