Hi,

I have allow attachment in admin panel.

However when user created a ticket and browse an attachment, the attachment does not upload.

I notice, If an admin reply with attachment, it appear in attachment folder.

Second question, is it possible to give the ticket id to user when they submitted a ticket without sending the id to the user's email?

Yes, it is.

But, it is strongly not recommended, since this opportunity can be used by other people that re-acting as the user which has that email.

By sending the Ticket ID via email belongs to the user who created the ticket, will verify that user's email all at once. Of course, this also will prevent another user can see all of your client's ticket if another user know the client's email.
