Prefferences Not opening

Hello Guys, I just installed the lates version so far i have two problems:

First - at "Admin Panel" (../scp/admin.php) the Preferencess page do not load, actualy where is this file ? i dont see anywhere file named "pref"
looks someting whrong or missing file.

Second .. the main index page is blank - it just says:
Support Ticket System Offline
Thank you for your interest in contacting us.
Our helpdesk is offline at the moment, please check back at a later time. "

otherwise all rest is ok (fornow).
PLease HELP !

"Support Ticket System Offline" is a default message. You can switch osTicket for clients on and off. Default the status is off, so that explains the message.

About the Admin Panel, do you get errors? Or just a complete blank page. If it's the last, see http://www.osticket.com/forums/showpost.php?p=446&postcount=8 for more information. Because it looks like a problem that has been discussed before.
