SMTP setup "Connection refused"

I am trying to enable SMTP for our support email, but I keep getting the same error message. I followed the email settings from wiki and was able to set up "Fetching Email via IMAP or POP" successfully but not SMTP. I have tried different smtp servers (gmail, sendgrid) and different ports but I had no luck. Can someone point me to the right direction? Thank you.
