I have never tried... Actually I think that it would be easier to turn on the Alerts and Notices at admin panel -> Settings -> tickets.Then disable at the department level all the ones that you dont want to CC the manager on a new ticket. Or assign those tickets by Help Topic to a special department that emails the Manager.
this is related but not exactly as TS,but would it be possible to "cc" a client?meaning send the new ticket with 2 email address.
