I've attached an image to see if this is something your looking for. If so all you have to do is go to your Admin panel->Manage->Help Topic. You can create a parent help topic and set it to disabled so it will not appear in the drop down. Then you make a second help topic and set the parent topic to whatever one you want. For instance in the image you can see I have Outage/Chicago, Outage/Lexington, etc.. Outage in the parent topic and Chicago, Lexington, etc are the sub topics. Each has their own unique form that is filled out and assigned to different departments, etc..Hope this helps.
