I already try to delete all file&folder on attachment folder.. What user does your webserver run as? I certainly hope that it is not administrator.

after i do the investigation..i found that the system create file on attachment folder using Owner IUSR.. but the attachment folder still owner Administrator.. maybe this cause a problem cannot read/delete file..how do i solve this problem on windows server 2012 r2? how do i change the owner to Administrator for attachment file?in other word..system create file on attachment folder by using Owner IUSR not as Administrator.. correct me if wrong..
Webserver software?IUSR is IIS.IIS does not run as administrator. It runs as IUSR... which means those folders should be owned and have permissions that allow your webserver user to read/write/etc.
