I'm not seeing a question.If you set the help topic to assign the ticket to said department.Then go to Admin panel -> Alerts and Notices -> New Ticket Alert: and set the alert to go to department members then your department would be alerted that there is a new ticket assigned to their department.
Actually I want to sent out specific "New Ticket Alerts" through "Help Topics" to second party, which not in our user directory.
I can't think of any way to do that at this time.
Could we facilitated this facility on next versions?
