Let me explain the difference between teams and departments.Departments are all members of a departement. Every member of the department can view/edit/etc. the tickets in the department - according to the rights you have definied under groups.Members in a team can view the tickets in their department, but also view tickets from other departments that are assigned to the team. So the team members can see more tickets than a normal department member.So in your case I guess you have to create 4 departments (instead of 1) and 4 permission groups and add e.g. User1 to only one of the 4 permission groups, so he/she can only see the tickets of that department. For other user, who shall see all tickets of the whole department, just add the department in the permission group, so they get access to all 4 departments.Maybe there is a better way to achieve this, but with 4 departments and 4 permissions groups instead of 4 teams and 1 department it should be possible.Alternatively you can set the option, that the user only see the tickets if they (or a team they belong to) are assigned to them.
