if a user has rights to (re)assign tickets, he sees the shole list of all staff members, regardless of the dept they belong to. this is a problem if you have a large number of depts and staff members as the list could be very long. Instead, it would be usefull to limit this list only to the staff members of the depts you have access to. doing this let dept manager to assign tickets to it's staff only (or to staff of depts it has access to).
proposed patch attached, against 1.6RC2, implement such a solution. staff displayed in the list is restricted to staff member of depts accessible by the assigner.
